PART I - The Project

This preface is a guide to Part I of the Papua New Guinea Liquefied Natural Gas Project
Environmental Impact Statement (PNG LNG Project EIS).

The PNG LNG Project, if approved and constructed, will be the largest engineering and
construction undertaking in Papua New Guinea’s history and will result in its largest industrial development. The development proposal spans some 750 km from Western Province in the northwest to Central Province in the southeast.

The estimated capital cost is K36 billion, and the project will have an average recurrent operating expenditure of K680 million each year. It will directly employ up to 12,000 workers during the five year Phase 1 construction period, and over 1,000 direct full-time equivalent employees will be required to operate project-related facilities over the 30-year operational life. The value of Papua New Guinea’s petroleum exports will rise by 400%, and gross domestic product will double to K18.2 billion.

Such a large project is not easily described or understood.

The chapters in Part I of the EIS are intended to give as complete a picture of the project as is possible, briefly explaining LNG production and transport and introducing the companies supporting the project (Chapter 1) and describing the gas field developments and gas treatment plants that will produce the natural gas (Chapter 2), the onshore and offshore pipelines that will transport the gas between the gas treatment plants and ultimately to the LNG Plant (Chapter 3), the LNG Plant and the LNG and condensate export facilities (Chapter 4), and the logistics infrastructure required for transport and accommodation while the project is being constructed (Chapter 5). Chapters 2 to 5 each begin with a description of the proposed infrastructure covered by the chapter, then describe how the construction, operation and maintenance, and decommissioning will be accomplished.

The onshore pipeline routing criteria and the country the pipelines will traverse (Chapter 6) and alternative ways in which the project could have been developed, such as other ways to commercialise Papua New Guinea’s gas resource, technology options for the LNG Plant, and different locations for the project infrastructure (Chapter 7) round out the description of the project and how it was investigated and planned.

Chapter 8 sets out the legal, administrative and planning framework within which the environmental impacts of the development proposal will be assessed by the PNG Government, and Chapter 9 discusses the extensive consultation that members of the project team have undertaken with PNG residents, community organisations, and local, provincial and national government.

Technical terms have been avoided as much as possible. The glossary in Chapter 31 defines the terms and abbreviations used in the EIS.
