PART III - Environmental and Social Impact Assessment and Management

This preface is a guide to Part III of the Papua New Guinea Liquefied Natural Gas Project Environmental Impact Statement (PNG LNG Project EIS).

The impact assessments, which are reported in Part III, cover such topics as terrestrial biodiversity, water and groundwater, forestry, soils, air quality, noise, and cultural heritage and social impacts.

The assessments were carried out by independent specialists (many of whom have had long experience in Papua New Guinea and the Kikori River region particularly) who first described the existing conditions (see Part II of the EIS) and then drafted their impact predictions and mitigation suggestions.

Then, all mitigations suggested by the specialists were reviewed at a workshop with the project’s FEED engineers and managers from Esso and from Coffey Natural Systems to establish the practicality of incorporating the mitigations into project planning and design and to assess the implications for project schedule and cost. The resultant set of agreed mitigation and management commitments was then used by the specialists to determine the residual impacts.

The full details and rationales behind the impact assessments can be found in the relevant appendices. The appendices are more than just repositories of raw data: they contain the thinking underlying the conclusions presented in the EIS and are an essential part of this EIS.

The results of the impact assessments set out in the appendices are summarised in Part III for the upstream onshore facilities and pipelines (Chapter 18), the offshore pipeline (Chapter 19), the LNG Facilities site (Chapter 20), and the LNG marine facilities (Chapter 21). The results of the cultural heritage impact assessments and of the socio-economic impact assessments are given on a project-wide basis in Chapters 22 and 23, respectively. The project’s cumulative and associated impacts, waste management, greenhouse gases and environmental hazard assessment are discussed in Chapters 24, 25, 26 and 27, respectively.

Within the impact assessment chapters, each mitigation or management commitment is followed by a mitigation number (the letter M followed by a numeral, both within square brackets, for example, [M29]). Chapter 28 tabulates all the impacts, the applicable mitigation or management commitment by mitigation number, and the residual impact significance in a set of tables. The mitigation numbers in the impact assessment chapters and in Chapter 28 direct the reader to Chapter 29, where all the mitigation and management commitments are listed in numerical order.

Chapter 30 concludes Part III with a description of the environmental management system that will give force to the mitigation and management commitments through a series of environmental management plants that will be implemented during project construction and operation.

The impact assessments are intended to enable the overall environmental and social credentials of the project to be judged and, if the project is approved, to enable conditions to be set. Despite the large amount of data that has been collected, the EIS does not claim perfect knowledge and understanding. However, the EIS has identified all those issues that need to be addressed by the project, it has shown how to deal with those that can be dealt with now, and it will ensure that those remaining issues will be dealt with in future planning and detailed design before construction should the project be approved.
